Best time to travel to Tokyo
Peak Season:
Unlike other destinations, accommodation and flights to Tokyo are actually reasonably-priced during its peak season, which falls from April to May and September to November. Off Season:

These months tend to be cold, but they offer quite a bit to those willing to brave the climate, such as a chance to tour the Imperial Palace on the Emperor’s birthday in December, mingle with the locals at a Kabuki-za performance, or view the Kiyosumi Teien garden in peace.
