Good hotel, but a number of service issues

There were a few problems at check-in where the receptionist advised that we had booked for only 2 nights, when we had actually booked 4 nights. When we advised him, we discovered that our booking had been split into two separate bookings. Unknown to us, this resulted in our key cards not working after the first 2 nights, and required us to go back down to the reception to have the issue fixed. Also, check-in time was stated as 3pm, but when we tried to check-in at this time, we were advised the room was not ready. When we asked what time they expected the room to be ready, they could not provide an estimate. We ended up leaving our luggage at the hotel and explored the city. When we returned later that night, we got to our room and found that there were some stains on the toilet floor and small pieces of trash still in the bins from previous guests. Another issue occurred at 5am on our second last day, where the emergency alarms went off. When we got downstairs, it turned out to be a false alarm, but the sirens kept ringing for 30 mins. As environmentally conscious travelers, we try not to require housekeeping, so during our 4 night stay, we kept the do not disturb sign on our door. However, when we returned to the hotel on our last night, our room had been accessed and cleaned. No one had explained that they did compulsory house-keeping if we kept the do not disturb sign on for more than 3 days. The hotel should respect guests wishes if they do not want house-keeping.
