When we contacted hotels.com they said they could not reach the hotel and could not confirm that we didn't stay there, so they refused to give us a refund... even though we booked another hotel the same night from hotels.com. I was expecting a sincere apology but instead have to go through the trouble of disputing this with my credit card. Crazy."
