nice room but evidence of of smoking

It is advertised as 14 smoke free guest rooms but there was a stench of cigarette smoke in the bathroom. Unfortunately a number of hotels advertise as non smoking in china but have ashtrays in the room as well as the smell of second hand smoke. There needs to be some enforcement such as fines as they do in Thailand.
