"First of all, ALL of Lima is loud and dirty so expect some kind of a reflection of that fact in any budget hotel in Lima. It is part of the experience. That given and compared to EVERY other hotel I identified in Lima on Expedia or on foot Hotel Maxys Grau was the best value for the cost.
