stay for about 3 days to check the place then go back and do what you Miss out.Flights From Cebu to Busuanga cannot accept prepaid additional luggage but will charge you lots of $$$ for excess per kilo.(ph air) No issue with Skyjet Busuanga to Manila

My recommendation is if you are planning a trip to see the lakes, lagoons, beaches and reefs to book a private boat. The hotel was able to book this for me. An early start meant I went to normally crowded places with virtually with no other people.
